SWPPP Preparation Checklist and Template

Although this checklist is intended to reflect the EPA’s requirements for an acceptable SWPPP, all responsibility for a complete SWPPP remains with the permittee. The use of this checklist does not guarantee compliance with the Construction General Permit for storm water discharges from construction activities. Additionally, using the checklist to generate a SWPPP is not a substitute for knowledge of the permit requirements. The template that follows may not contain all applicable requirements for all construction sites. The checklist serves as a guidance document only.
It is also the permittee’s responsibility to develop a City of Boise Erosion and Sediment Control(ESC) plan. The City of Boise has specific Construction Site Erosion Control Ordinance Requirements (Boise City Ordinance 8-17).It is up to permittee to determine if the SWPPP meets the local requirements.In most cases if the SWPPP meets all EPA requirements than the ESC plan is likely satisfied. General Guidelines:
National Pollution Discharge Elimination System Construction General Permits are termed an umbrella permit. This is because they consolidate permit compliances for common sources of activities.The coverage of the permit, once issued, is broad and is effective for five years.
- The SWPPP shall be completed prior to the submittal of the Notice of Intent (NOI) to the EPA.
- The SWPPP shall be amended whenever there is a change in design, construction, operation, or maintenance, which has a significant effect on the potential for discharge of pollutants to National waterways or a Municipal Separate Storm Sewer System (MS4).The SWPPP also shall be amended if it proves to be ineffective in significantly reducing pollutants. The SWPPP also shall be amended to indicate any new contractor and/or subcontractor that will implement any measure of the SWPPP.All amendments shall be signed, dated, and kept as attachments to the original SWPPP.
- A sign or other notice must be posted near the main entrance of the construction site.The sign must contain a copy of the NOI, name and phone number of contact person for scheduling SWPPP viewing time, and the location of the SWPPP.
- A working copy of this SWPPP must be kept at the construction site or be locally available for review by EPA and local regulatory agencies.
- A copy of the Storm water General Permit IDR 1000000 and the Notice of Intent for this project must be attached to this SWPPP.
- Documentation of Permit eligibility related to endangered species should be attached to this SWPPP.
