REVISED MEETING MINUTES

 

Present:  Regan Walker, Denise Ooley, Carol Bugni, Julie Clarkson, Ann Winslow, Cathy Hampton, Theresa Bow, Brenda Ross, Carol Carroll, Gay Barzee, Gary Tucker

 

Meeting Called to Order:  President Clarkson called the meeting to order at 10:45 a.m. in the Student Union Boyington Room as per notice given. 

 

United Way Campus Campaign:  Lesley Goranson is in charge of the giving campaign on campus this year, and Virginia Pelligrini from United Way joined her to discuss the campaign.  They met with the Administrative Council yesterday.  Dr. Kustra supports United Way and encourages every else to.  They reported that 35% of classified staff earn less than $20,000 per year.  Any employee could be eligible for services through United Way by calling 211 if we have a need.  Goranson wants to turn this into a campaign to obtain services, as well as giving.  Goranson would like to schedule a meeting with release time so all the services available through United Way can be described.  She encourages all staff at Boise State to give generously and reminded us that their giving could help one of our co-workers!  This puts a "face" on the campaign.  You can give to your favorite cause, but are encouraged to also give to United Way to support their services.

 

Smoking Policy:  Ferd Schlapper, Executive Director of Health, Wellness and Counseling Services and Nicole a wellness student intern, shared with the Senate the issue regarding a smoking policy on campus.  Mr. Schlapper indicated that we are trying to create a climate of healthiness on campus.  Most buildings have a designated smoke free entrance with smoking not allowed within 30 feet of the entrance.  20 schools in the United States are now smoke free campuses.  Cessation programs and nicotine withdrawal programs are marketed through our Health and Wellness Center. 

 

The Faculty Senate recently passed a resolution in support of making all entrances smoke free and supportive of the long-range strategy to make the whole campus smoke free.  The Professional Staff drafted a resolution supporting all entrances be smoke free and are in the process of writing a resolution for designated smoking areas or a smoke free campus.

 

Reports:

Pres. Clarkson stated that a policy which allows students to file a grievance against employees was used for the first time since the policy creation in 1995.  This policy is not applicable in situations related to harassment or discrimination.  The Grievance Board reviewed the information presented and determined that the alleged grievance did not warrant a hearing.

 

Clarkson reported that departments received notice that we are no longer required to do a Request to Fill A Vacant Position to hire an employee.  Classified and temporary appointments can be hired under the normal process which followed the approval.  Searches for Faculty and Professional staff will start with a Recruitment Order Form.

 

The Institutional Messaging policy dealing with campus wide announcements is under revision.  One of the suggested changes could ban most mass email messages to groups of more than 50 without VP or the Director of Communications or Marketing approval.   The policy review is in the initial stage and has not yet been presented to Presidents Cabinet.

 

Clarkson reported that due to a modification of the Division of Human Resource Services rules approved by the legislature in March 2004 the shared leave policy was modified so that donated leave must be designated to a specific person rather than to a shared leave pool for classified employees.  To accommodate this new procedure, when Human Resources receives a request for donated leave they will first work with the department of the requesting employee to determine if sufficient leave is available.  If there is additional need they will contact employees who are almost maxed on their vacation leave accrual.  If there is still insufficient leave, Human Resources will send a campus wide appeal so this procedure should eliminate ACE from being in the role of soliciting donations.

 

Announcement:  Pres. Clarkson is stepping down as ACE President for now and Cathy Hampton will serve as Acting President

 

Committee Reports:

  • Aramark Committee - Regan Walker:
    • RFPs on the Boise State catering contract are going out to bid soon.  Will have a final contract by March.
    • New credit card program is available on main floor of the Student Union.
    • Subway in Canyon County is doing well.
    • A new ice cream flavor is available at Tablerock Cafe.
    • Tablerock won best design recently.
    • Regan will take suggestions, complaints, or anything else to the next meeting.
    • New menus are out for the 18% discount menu.

 

  • General Meeting and Luncheon Committee - Denise Ooley:  Requested suggestions for a guest speaker be sent to her.

 

  • Rake Up Boise - Denise Ooley:  They have 6 lawns to rake and 90 rakers to do it.

 

  • Women's Center - Denise Ooley:  The Women's Center is doing a search for a new director.

 

  • Good Will Committee - Carol Bugni:   A Good Will recipient has offered to do whatever he can as he would like to give something back, and it was suggested that he be invited to a fund raising meeting.

 

Student Recreation Board of Governors:  As a member of this board, Carol Carroll stated it was reported in the last meeting that one of the clubs left with outstanding debts.  It is a significant amount of money and they were asking if the members could be held responsible. If the amount has to be absorbed by the other clubs it will be a substantial hardship.  The Board voted to hold the members of the team accountable.

 

Smoking Policy was discussed.  One member felt there should be an area designated for smokers.  Following further discussion, a motion was made (Winslow) and seconded (Barzee) to issue a position statement from the ACE Senate that it supports the current proposal to make all building entrances smoke free within 30 feet as soon as possible, then over time expand the nonsmoking policy.  Motion passed. 

 

Meeting Adjourned:  Clarkson adjourned the meeting at 11:45 a.m.

ASSOCIATION OF CLASSIFIED EMPLOYEES SENATE 2005-2006

 

The Association of Classified Employees (ACE) Senate consists of 15 members elected to represent University classified staff on various committees (including the President’s Cabinet), to head up special projects, and to keep classified staff informed on issues that affect us. The ACE Senate meets in the Student Union the third Thursday of each month from 10:45 - 11:45 a.m. during the academic year.  All classified staff are welcome to attend any of the monthly meetings -- just show up!
