ASSOCIATION OF

CLASSIFIED EMPLOYEES

Business Bldg., Rm 117 -  10:00 a.m.

MINUTES – August, 3, 2004

Present:  Connie Charlton, Guen Johnson, Carol Carroll, Rita Nuxoll, Valencia Garrett, Ken Wiscombe, Karen Toon, Brenda Ross, Julie Clarkson, Bryan Chesbro    Guests:  Linda Rooper, Robert Gale.

CLASSIFIED EMPLOYEE COMPENSATION (CEC) continued: The draft BSU CEC document was discussed further (continuation of the conversation from a special July 8th meeting on the subject). Several policies have been discussed to include:  new hires, internal and external lateral transfers, reclassifications upward, internal and external promotions.

It was MSC by Charlton/Johnson to recommend to the President’s Cabinet maintaining the current policy on reclassification and promotion (which is 10% raise in pay or the minimum of the new pay grade, whichever is higher). Their proposed policy would allow up to 20% for promotions.

It was MSC by Wiscombe/Johnson to recommend to the President’s Cabinet changing the current policy on external promotion to “The larger of the new minimum pay of the pay grade or up to a 5% pay increase; but in no case should the salary be greater than 10% above the minimum of the pay grade.”

It was further discussed that the ACE Senate would like to see the University place its primary focus on moving current employees up the pay scale by providing regular pay increases, possibly through funds garnered from salary savings from classified staff that retire/resign. Even increases of 1-2% will make a difference if given consistently. (Hiring new employees above the minimum of a pay grade not only creates inequity with current employees it decreases the amount of money which could be made available to move current employees along the pay line).

COMMITTEE INFORMATION:

  • Committee assignments – Tabled for future meeting.
  • Bryan Chesbro (FOAM grounds crew foreman) stated he’d been told that a classified staff member would be included in the 2005-2010 Strategic Planning Committee. Charlton stated she will get on Kevin Saterlee’s calendar for a meeting.
