MINUTES – May 13, 2004
ACE members present: Connie Charlton, Lisa Clements, Rex Hadley, Ken Wiscombe, Mike Dome, Nancy Rountree, Karen Killmaster, Valencia Garrett, Rita Nuxoll, Guen Johnson, Julie Clarkson
REVIEW OF EMERITUS APPLICATION: An application for emeritus status for a classified employee was circulated, reviewed, and discussed. It was MSC by Wiscombe/Dome to approve the application.
NOMINATION CRITERIA: An e-mail from an ACE member sent to Nuxoll requested that voting results for ACE elections be made public. The employee wanted to know the policy on campaigning for ACE offices during the election process. It was noted that BSU already has policies in place that address campaigning -- these will be researched through Peg Blake’s office as to their pertinence to ACE and discussed at a future meeting. It was MSC by Clements/Wiscombe to post results of ACE elections on the ACE website from this point on. It was noted that any ACE member is welcome to attend ACE meetings and be part of the process, elected or otherwise.
CLASSIFIED EMPLOYEE POLICIES: A link on the ACE website will be established for employees to access information about employee policies, including sick leave, FMLA, and others. It came to the attention of the board that a classified employee who uses up all their leave balances and hasn’t returned to work for six months may have their position vacated per State DHR rules. Employees are urged to read the policies thoroughly on the web once the ACE Webmaster posts them and/or contact BSU’s HR for more detailed information.
COMMITTEE REPORTS:
Treasurer – Garrett discussed outstanding bills and reported on the Appropriated Account, the Local Account and the Goodwill Project Account, and distributed reports for each.

HRAC HIGHLIGHTS FROM MAY 7, 2004 MEETING
1. Pre-paid legal carrier is Met Life. Should start Fall 04.
2. Health Insurance – two choices are PPO and regular. Enrollment will be during May 2004, everyone must enroll by 5 p.m. May 28th (note: the University closes Fridays at noon in the summer. Have your applications to HR before then.) Blue Cross is the new carrier; vision and dental coverage did not change. Open enrollment on dental insurance in the month of May as well.
3. Medical Savings annual deduction increased to $3,000. Check their web at www.bcidaho.com.
4. COBRA is covered by Blue Cross.
5. Summer work schedules are 5/17-8/13. Every office should be open from 8-12 on Fridays.
6. Policy changes – a) Changing professional staff evaluations to be all due at the same time; and b) one class can be take during the regular work day.
7. DHR rules: All changes passed except holiday, tele-commuting, and limited services agreement. Discussion about changing rules surrounding temporary employees - an applicant who is hired as a temp employee from a hiring list created from a certified register at DHR and serves at least 1040 hours of continuous service may be hired by the employing agency in that position as an entrance probationary employee without further examination.
8. BSU has a five point rating system (obtained from performance evaluations) that helps in computing when there is a reduction in force.
9. Sick leave abuse – absences may be investigated, and a doctor’s certification may be required even if less than three days out ill.
10. Value of the half-day off and Bookstore gift certificate and the internal payraise was discussed. The president did good things with these efforts.
11. A ‘consensual relationship policy is being proposed and will be introduced at the June 7th, 2004 President’ s Cabinet meeting.
