ASSOCIATION OF CLASSIFIED EMPLOYEES

Guests: Jane Buser, Jeff Olson
1. LEGISLATIVE
UPDATE:
Jeff Olson stated it was a good day for SEIU at the Legislature. The bill SEIU wrote received approval. Buser stated that the focus at the legislature was health insurance and whether the legislature will eventually pick up the employee and/or the employer increase in premiums. She also said that the correct information regarding PERSI increase in contributions will be that it is effective 7/1/04 and employees cost will be .37% of the 1% increase, not a 1.5% increase. The legislature is not considering a two-week lag in paychecks as was reported in Statesman article, Buser said.
2. PRESIDENT’S
CABINET REPORT
Charlton reported that Mark Wheeler is drafting a policy for Dr. Ruch about students that are called to active duty. Spring enrollment for BSU is 17,745, a 4.5% increase over Fall 2002. Charlton said John Franden discussed legislative issues and distributed a brochure from the Governor on creating jobs through facilities bonding. Jane Buser talked about the summer 2003 work schedule and asked that the Memorial Day and 4th of July Holiday work hour provisions be noted (if anyone has questions about summer work hours, contact the HR office.)
3. CEC HEARING
FEEDBACK
Jane Buser reported that the CEC meeting was well attended. ACE president Connie Charlton and Kevin Satterly from Professional Staff Senate spoke before the committee. The ACE presentation requested that the employer’s portion of the increased cost for benefits not be passed on to the employee. Over 37% of classified employees at Boise State make $10 or less per hour. Charlton stated she spoke for all classified staff at BSU. Jeff Olson stated that Ann Heilman’s idea to form a committee to reevaluate the Hay Plan shows that Idaho slips farther and farther behind (Heilman is the head of the Division of Human Resources).
4. TOWN HALL
MEETING FEEDBACK
Kenny Wiscombe attended a Town Hall meeting held in Nampa on February 12. It was well attended, especially be people representing education and health and welfare. Kenny encouraged other ACE senate members, as well as any other classified personnel, to attend one of the scheduled Town Hall meetings.
