Call
to Order: President Connie Charlton called the meeting
to order at 1:35 p.m.
1)
Guest, Jane Buser:
a)
Summer
schedule: Feedback from ACE was positive.
Dr. Peg Blake has a web page for summarizing feedback. In early October the summary will be taken
to the President’s Cabinet.
b)
Christmas
schedule: BSU will be closed December
23 through December 27. The 23 and 24
employees will use comp time accrued.
The 25th is a holiday. December 26
and 27 employees will need to use comp time or annual leave. HR is encouraging employees who don’t have
enough vacation time to bank comp time to use during this holiday.
c)
Paychecks
on line: Jane asked if anyone was
having any problems. The 13 is “D” day
for all direct deposits. This new
procedure should save the university between $12 and $15,000.
d)
Salary
increases for next year are not anticipated. So BSU will implement a Voluntary
Benefit Contribution. Car and
homeowners insurance at a reduced rate (up to 15%) are options being
considered.
e)
BSU
completed the pilot on-line health insurance enrollment and change forms and
the system is now up and running for all state employees.
f)
Pension
reform act allows for additional tax deferred programs for employees and BSU is
proceeding with legislation to offer additional deferred comp (457(b)) program.
g)
PERSI
needs to increase rates – not a matter of “if” but “when”. ACE supports
delaying the increase from Jan 04 to July 04 thus delaying impact on employees
and allowing additional time for the market to improve and the state
legislature to identify funds for the employer increase.
h)
Morale. What can be done?

Lunch hour training – tabled
3)
Parking at home games – tabled
4)
River clean-up – Information regarding a Boise River clean-up project was distributed
by Charlton.
5)
President’s Cabinet
a)
Health
Insurance Portability and Accountability Act (HIPAA). Some departments on campus will be affected. BSU is in process of developing a plan that
will insure that the University is in total compliance by April 2003.
b)
Enrollment
is up by 3%; a total of 17,700 students have registered as of 9/9/02.
c)
FY03
– all departments are encouraged to spend their budgets wisely, conserving 5
cents of every dollar spent, in case the State issues further cutbacks.
6)
Committee Reports
a)
Parking
committee report give by Nuxoll.
(1)
The
stadium parking lot will be closed off for general parking for the Fresno State
football game, October 18.
(2)
New Residence Halls will be added in the area
of Driscoll/Morrison/Chafee which will impact student residential parking.
(3)
A
temporary employee on benefits, who is not eligible for tuition waiver,
complained because she was required to pay the employee parking permit rate
rather than the student rate. Tabled
pending further contemplation and discussion.
(4)
Search
for new Director of Parking and Transportation has been extended. The next round of application reviews will
begin sometime in November.
(5)
Construction
is scheduled to begin next month on parking structure. Scheduled for completion Fall ’03.
b)
Homecoming
Advisory Committee
(1)
Homecoming:
September 29-October 5. Nuxoll gave a
schedule of events.
7)
Other
a)
Homecoming
is September 29 through October 5.
October 3: departments are encouraged to decorate their offices; prizes
will be awarded. October 4 is the
parade.
b)
ACE
Open House: October 3 in the Farnsworth Room, SUB. The committee needs help.
