FEBRUARY 1, 2000

I.                    Call to Order: The meeting was called to order by President Lois Santillanes at 3:05 p.m.

II.                 PERSI Update: Jane Buser provided additional information about PERSI enhancement bills that are coming before the legislature.  She explained the gain-sharing proposal would provide the state, Boise State, and employees to share market gains in the PERSI funds if the fund makes 8% per year.  Currently, it has been averaging about 12%.  This bill has enough support to pass the House once it reaches the floor. Support for raising the multiplier to 2% is another matter.  The increase would create a 4.3% increase in retirement payment benefits.  The average monthly benefit to retirees is $900.  A 3.5% salary increase for state employees has been recommended.

III.               Outstanding Classified Employee: Sarah Saras asked for clarification regarding the “Classified Employee of the Year” award.  The senate voted to make the award to only one classified employee each year.

IV.              President’s Cabinet: Lois Santillanes reported that the Cabinet did not meet in January.

V.                 Committee Reports:

Women’s Center: Nancy Rountree reported that March is Women’s History month, and many activities are being planned to honor women. A theme of “Reflecting on the Past” was selected. Publicity on the events will be distributed soon.
